Indigenization
or Indigestion?
During my tenure in BEL, I
worked in various departments. Wherever I worked, one extra job always added to
my work i.e.; Government Audit. I had the opportunity and privilege to work
with senior officers of C&AG, COPU (Committee on Public Sector
Undertakings) etc. I was entrusted with the job of replying to Government Audit
queries/ reports etc. Since my handwriting was poor (or very poor?) the PA of
my Boss was prepared to take dictation from me, (though I was never been a
Dictator) because he felt that it was far better than reading the illegitimate
handwritten note.
Once there was an Audit Enquiry
regarding Indegenisatioin. The company had given an understanding to the
Government that it will gradually indigenize the products and within- years it
will be completely indigenized. However, indigenization was moving at a snail
pace. I sent the enquiry to all the concerned departments, but nobody gave a
reply leave alone convincing reply. Then I enquired from the concerned the
department as to the total number of items in the equipment including nuts,
bolts and screws. It was running into thousands and I was told that small items
have been indigenized and now they are assembling the equipment in the factory.
(Screw driver technology?). I gave a reply to Audit that -% of the items have
been indigenized. (Though the value of items indigenized is negligible). When
the first draft reply was made the heading went like this
“Government Audit Enquiry on
Indigestion”
